What is DMFT
District Mineral Foundation (DMF) is a trust set up as a non-profit body, in those districts affected by the mining works, to work for the interest and benefit of persons and areas affected by mining related operations. It is funded through the contributions from the holder of major or minor mineral concession in the district as may be prescribed by the Central or State Government.Objectives

State government notification vide G.O.Ms.No 3,4,5 dated 20-01-2016, enacted DMFT Rules, 2016 to establish District Mineral Foundation Trust in each district of the state as a non-profit body in the mining operation affected districts. In all 33 districts District Mineral Foundation Trust has been established in the state. State government notification vide G.O.Ms.No 38 which is also referred as Tamil Nadu State District Mineral Foundation (Trust) Amendment Rules, 2018 has mentioned directly affected areas as an area within a radius of ten kilometers from a mine or cluster of mines, irrespective of whether the area falls within the district concerned or adjacent district while the entire district comes under indirectly affected area.

About District
Virudhunagar district came into existence by the bifurcation of Ramanathapuram district vide State Government Notification, G.O. Ms. 347 dated 8.3.1985. It is bounded on north by Madurai and Sivagangai district, south by Tirunelveli and Tuticorin district, east by Ramanathapuram district, west by Kerala state and northwest by Theni district. The administrative headquarters of Virudhunagar district is located at Virudhunagar town. Virudhunagar district consists of three Revenue divisions, ten taluks, 39 Firkas and 600 Revenue Villages
Utilization of Funds:
The objective of District Mineral Foundation is to utilize the DMF Contribution in Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) and other welfare schemes to implement various developmental and welfare projects/programs in mining affected areas, to minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts. to ensure long-term sustainable livelihoods for the affected people in mining areas. According to PMKKKY at least 60% of the funds to be utilized under high priority areas and remaining 40% of the fund to be utilized under other priority areas.

District Mineral Foundations (DMF) is a trust, setup as non-profit body in all districts of Tamil Nadu, to work for the interest and benefit of persons and areas affected by mining related operations. It is funded through the contribution from miners.
They derive their legal status from section 9B of Mines and Minerals (Development and Regulation) Act, 1957 as amended on 26 March 2015 as Mines and Minerals (Development and Regulation) Amendment Act, 2015.
This amendment came into force from12 January 2015. The Government of Tamil Nadu Notification vide G.O. Ms. No. 57, Industries (MMD.1) 19th May 2017, enacted the Tamil Nadu District Mineral Foundation Rules, 2017 to establish District Mineral Foundation Trust in each district of the State as a non-profit body in the mining operation affected districts.
The Central Government has mandated the PMKKKY (Pradhan Mantri Khanij Kshetra Kalyan Yojana) to be implemented by the DMFs of respective districts using the funds accruing to the DMF.
District Mineral Foundation Trust is established by the State Government by notification as a trust or non-profit as perpetual body in the mining operation affected districts. Every mining lease holder contributes a fraction of Seigniorage Fee / Royalty, to the DMF as per rates prescribed by Central / State Governments. This fund is used for welfare of the people affected in the mining affected areas.

The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) are implemented by the DMF’s of the respective districts using the funds accruing to the DMF. The overall objective of PMKKKY scheme are-
- To implement various developmental and welfare projects/programs in mining affected areas, and these projects/programs will be complementing the existing ongoing schemes/projects of State and Central Government.
- To minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts.
- To ensure long-term sustainable livelihoods for the affected people in mining areas.
